Festival Director Charina Magallanes Tan represented Governor Eugenio Jose V. Lacson during the send-off ceremonies, while Police Brigadier General Arnold Thomas C. The inaugural festival opened April 30, 1993, commemorating the historic 1901 administrative separation of Negros Occidental and Negros Oriental provinces.
Initially hosted as a three-day celebration at Capitol Park and Lagoon adjacent to the Provincial Capitol, the festival later established its permanent location at Panaad Park and Stadium in Mansilingan. The current venue, originally constructed for the 1998 Palarong Pambansa, now accommodates themed pavilions for all 13 cities and 19 municipalities across the province.
