The Negros Oriental Police Provincial Office (NOrPPO) convened a multi-agency security preparation meeting on October 12, 2026, to coordinate operational plans and deployment strategies for the Buglasan Festival 2026, according to a statement released by NOrPPO.

The meeting was held at NOrPPO Maringal Hall, Camp Lt Col Francisco C Fernandez Jr, Barangay Agan-an, Sibulan, Negros Oriental, and was attended by representatives from more than a dozen government agencies and security units.

PBGEN Barot Presides Over Multi-Agency Security Briefing

The coordination meeting was presided over by PBGEN Constantino V Barot Jr (Ret), Chief of the Provincial Civil Security Unit (CSU), NOrPPO said in its statement. Acting Provincial Director PCOL Jonathan B Abella led the NOrPPO contingent.

Senior officers present included PLTCOL Joeson B Parallag, Deputy Provincial Director for Administration (DPDA), and PLTCOL Lirio C Coral, Deputy Provincial Director for Operations (DPDO), along with provincial staff officers, special staff, and Police Liaison Officers.

Broad Coalition of Agencies Represented at Camp Fernandez

The meeting drew representatives from a wide cross-section of law enforcement, military, and emergency services, reflecting the scale of the security effort being planned for the province’s flagship annual festival.

Participating agencies included the Philippine Army, the Drug Abuse Prevention Secretariat (DAPS), the Aviation Security Unit of the National Intelligence Region (AVSEU NIR), MARPSTA Dumaguete City, the Police Emergency Command Unit (PECU), the Philippine Highway Patrol Team (PHPT), the Special Action Force (SAF), the Philippine Drug Enforcement Agency (PDEA), the Dumaguete City Traffic Management Office (TMO), the Dumaguete City Coast Guard Station, the Bureau of Fire Protection (BFP) Negros Oriental, and the Negros Oriental Provincial Hospital (NOPH).

Representatives from the Provincial Governor’s Office and the Provincial Disaster Risk Reduction and Management Office (PDRRMO) also attended, according to NOrPPO. Chiefs of Police, Assistant Chiefs of Police, and Officers-in-Charge of City and Municipal Police Stations across the province were likewise present.

Synchronizing Deployment Plans Ahead of the Festival

NOrPPO said the primary objective of the coordination meeting was to synchronize security preparations, operational plans, and deployment strategies among all participating agencies to ensure the safe, orderly, and successful conduct of Buglasan Festival 2026.

The gathering served as a unified planning session where security commanders and agency heads could align their respective mandates — covering ground security, traffic management, maritime patrol, fire response, medical support, and anti-drug operations — under a single, coordinated framework.

Inter-Agency Unity at the Core of the Security Approach

Through the coordination meeting, NOrPPO and its partner agencies reaffirmed their commitment to maintaining peace and order, protecting festivalgoers, and ensuring a safe and secure environment for residents, visitors, and all participants throughout the celebration, the office stated.

NOrPPO emphasized that its approach to festival security is rooted in proactive preparation and strengthened inter-agency collaboration, rather than reactive response, describing its posture as “steadfast” in delivering responsive police service for a peaceful Buglasan Festival 2026.

About Buglasan Festival

The Buglasan Festival, dubbed the “Festival of Festivals,” is Negros Oriental’s premier annual celebration, typically drawing large crowds of both local residents and visitors from across the Visayas and beyond. The event features cultural performances, street dancing competitions, trade fairs, and various provincial showcases, making coordinated security coverage a logistical priority for provincial authorities each year.

By the Numbers

  • October 12, 2026 — Date of the Task Force Buglasan 2026 Security Preparation Meeting
  • 1 venue — NOrPPO Maringal Hall, Camp Lt Col Francisco C Fernandez Jr, Brgy Agan-an, Sibulan
  • 12+ agencies represented, including PNP units, AFP, PDEA, BFP, Coast Guard, PDRRMO, and NOPH
  • 2 senior Deputy Provincial Directors (DPDA and DPDO) present alongside the Acting Provincial Director

Why This Matters

Buglasan Festival is Negros Oriental’s largest annual public event, attracting thousands of residents and visitors and requiring coordinated security coverage across multiple agencies and jurisdictions. The early convening of a unified planning meeting — more than a week before the festival period — signals that provincial authorities are taking a proactive, whole-of-government approach to crowd safety and public order. The breadth of agencies represented, from maritime and aviation security to medical response and anti-drug units, indicates a comprehensive security architecture designed to address a wide range of contingencies during the celebration.
