The 8th Infantry (Stormtroopers) Division reported significant tactical victories against Communist rebel forces in Eastern Visayas during the first quarter of 2026, with 14 Communist-New People’s Army Terrorists (CNTs) neutralized through eight armed encounters.

According to a statement from Camp Lukban in Catbalogan City, Samar, the military operations resulted in one rebel death during combat while 13 others voluntarily surrendered and denounced violence. The surrendering rebels also turned over 11 firearms to government forces.

The 8ID emphasized that these victories represent continued pressure on the remaining Communist Terrorist Group (CTG) operating under the Eastern Visayas Regional Party Committee (EVRPC).

High-Ranking Leader Surrenders

Among the most significant surrenders was Gilbert Gerbon, known by his alias “Ethan,” identified as a high-ranking CTG leader. Military officials stated that Gerbon’s surrender resulted from continuous pressure and sustained focused government operations that challenged his survival in the field.

The 8ID noted that Gerbon’s decision to lay down arms represents a critical shift in the operational landscape, as surrenders now include high-ranking leaders rather than being limited to rank-and-file members and supporters.

“Ethan’s denunciation of violence is a clear indication of the total decimation of the EVRPC’s leadership structure and operational capabilities,” the military statement read.

Strategic Military Operations

The tactical victories were achieved through a combination of direct military engagement and comprehensive civil-military operations. The 8ID reported that strengthened community support and grassroots peace engagements played crucial roles in encouraging former rebels to reintegrate into civilian life.

Military officials emphasized that these community-based approaches help prevent the resurgence of CTG influence in areas that have been cleared of rebel presence. The strategy focuses on both immediate military pressure and long-term community development.

The sustained military campaign has reportedly weakened the EVRPC’s operational capabilities significantly. According to the 8ID, the series of tactical defeats demonstrates that the rebel organization’s cause “has drastically fallen.”

Reintegration Programs

The military strongly encouraged remaining CNTs to abandon armed struggle and participate in government reintegration programs. These programs are designed to help former rebels transition back to civilian life through various support mechanisms.

Officials warned that continued armed resistance would only lead to further losses for the remaining rebel forces. The government’s approach combines military pressure with opportunities for peaceful surrender and rehabilitation.

The reintegration initiatives include livelihood assistance, education opportunities, and community support systems designed to address the root causes that may have led individuals to join rebel groups initially.
