Top Philippine law enforcement officials have committed to a complete overhaul of the Safer Cities program following widespread criticism of enforcement practices during its initial Metro Manila deployment. The announcement came from Police General Jose Melencio C. Nartatez Jr. and Interior Secretary Juanito Victor C. Remulla during an April 14, 2026 briefing at Camp Crame, where they addressed public concerns about controversial arrests and implementation gaps.

Secretary Remulla assumed complete accountability for enforcement problems that emerged during the program’s first week, particularly citing the arrest of a construction worker who was shirtless while working outside his residence. This incident became emblematic of broader implementation issues that prompted immediate policy reviews.

“We recognize that some enforcement actions reflected misunderstanding of our directives rather than proper policy implementation,” Remulla explained during the briefing. He offered direct apologies to citizens affected by problematic enforcement decisions and committed to immediate corrective measures to prevent similar incidents.

Metro Manila Deployment Reveals Implementation Gaps

The urban safety initiative began operations on April 6, 2026, with the goal of strengthening public security throughout the National Capital Region through coordinated efforts between police forces and municipal governments. The program’s initial week, however, exposed substantial deficiencies in ground-level comprehension and consistent application of guidelines.

Remulla noted both achievements and setbacks in the program’s early phase, stressing that community responses and field observations necessitated the urgent review. DILG leadership determined that certain enforcement activities reflected misunderstanding of operational instructions rather than intentional policy execution.

“Operations will proceed but with significant refinements to ensure better comprehension and uniform implementation,” Remulla confirmed, detailing plans for improved training protocols and communication systems across all involved agencies.

Month-End Evaluation to Guide Program Direction

Officials scheduled a complete program evaluation for late April 2026 to analyze preliminary outcomes and benchmark crime statistics against historical data. The review will incorporate detailed comparisons of priority crime categories in Metro Manila across a three-year historical period for equivalent timeframes.

The evaluation framework will analyze both statistical crime information and community feedback to inform subsequent policy modifications. Leadership emphasized that the assessment process would emphasize community perspectives and human rights-centered enforcement approaches.

Police General Nartatez verified that police departments received reminders to enhance collaboration with municipal authorities and barangay leadership to ensure enforcement remains suitable, balanced, and concentrated on public safety objectives without creating unnecessary tensions.

Police Leadership Reinforces Human Rights Focus

“Sinusuportahan namin ang direktiba ni SILG na pahusayin ang implementasyon. Titiyakin ng PNP na ang mga kinakailangang hakbang ay agad na maipatutupad sa antas ng mga yunit,” stated Police General Nartatez, confirming complete backing for the improvement directive.

The police chief stressed that all operations must follow proper guidance, respect human rights, and maintain consistency across participating units in the initiative. He verified that police leadership nationwide received instructions to adjust enforcement approaches and ensure field-level comprehension of operational procedures.

This directive supports the PNP Focused Agenda under Enhanced Managing Police Operations and aligns with broader public safety objectives established by President Ferdinand R. Marcos Jr.’s administration. Officials reinforced that community-focused policing remains the cornerstone of all enforcement operations.

Academy Hazing Probe Identifies Additional Suspects

Police General Nartatez also updated reporters on the continuing Philippine National Police Academy hazing investigation during the same briefing. Investigators have identified four more cadets potentially connected to the case, adding to the three previously detained.

The police chief restated the organization’s absolute prohibition against hazing and misconduct within its personnel, confirming that investigations persist to identify additional victims and participants with direct or indirect connections. He endorsed recommendations for pre-charge assessment of senior PNPA administrators regarding the incident.

“Hazing and abuse of any kind will not be tolerated within PNP ranks,” Nartatez stressed, underscoring the organization’s dedication to internal responsibility and professional excellence.

Strengthened Local Government Partnerships

The improvement process will emphasize enhanced collaboration frameworks between national police departments and local government entities. Officials recognized that effective implementation demands transparent communication pathways and uniform operational standards across participating areas.

Barangay leadership will receive expanded briefings regarding the initiative’s goals and implementation guidelines to avoid misunderstandings that resulted in problematic enforcement incidents. The collaboration structure will establish consistent feedback systems to address developing concerns efficiently.

Police supervisors received directions to hold regular discussions with community representatives to ensure enforcement activities correspond with local requirements and priorities while preserving uniform application of national policies.

Commitment to Professional Service Standards

The PNP reaffirmed its ongoing dedication to disciplined, professional, and community-focused policing, founded on the principle of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.” This philosophy emphasizes rapid, honest, and effective service delivery to Filipino communities.

Leadership assured citizens that reform initiatives, organizational accountability, and public safety remain central to the institution’s objectives as it enhances internal procedures and operational approaches. The thorough assessment will inform additional strategic and implementation improvements while preserving focus on professional law enforcement principles.

The Safer Cities initiative modifications demonstrate a wider commitment to flexible governance and responsive policy development informed by community input and operational lessons learned.
