An independent leadership assessment has identified the top-performing Sangguniang Kabataan Federation Presidents across Negros Oriental, with youth leaders from Bindoy Municipality and Dumaguete City achieving the highest identical scores of 94.85 percent in a comprehensive evaluation conducted earlier this year.

Miguel Lorenzo Aseniero from Dumaguete City and Randolph Vince Bomediano from Bindoy Municipality emerged as co-leaders in the extensive survey conducted by Transparency Good Governance and Accountability Advocates working alongside Visayas Social Pulse between January and February 2026.

The assessment formed part of the broader “BOSES NG BAYAN” local polling initiative, evaluating SK Federation Presidents throughout Negros Oriental’s municipalities and cities using five comprehensive performance metrics: governance compliance, program effectiveness and impact, financial stewardship, leadership representation, and innovative public engagement strategies.

Provincial Leadership Excellence Rankings

Der Neath Divinagracia from Pamplona Municipality and Jhon Michael Alvarez from Canlaon City claimed joint third place with identical evaluations of 94.20 percent. Melgin Bulandres Jr. of Guihulngan City completed the top five achievers with a score of 93.75 percent.

The complete top ten listing features Jaf Vincent Margasiño from Tanjay City achieving 93.30 percent, followed by Edilbert Bortiador from Bayawan City with 93.00 percent. Kaye Ferraren of Bais City earned 92.50 percent, while Crisha Sabac from La Libertad Municipality scored 92.15 percent, and Darlyn Grace Kibo from Siaton Municipality achieved 91.75 percent.

Additional high-performing leaders include Crislaine Jugilon from Amlan Municipality with 91.20 percent, while both Sheina Truita of Dauin Municipality and Alyannah Shane Anque of Valencia Municipality received matching scores of 90.85 percent.

Program effectiveness evaluation examined coordination with ten participation centers encompassing health initiatives, educational programs, environmental protection, peace-building efforts, active citizenship promotion, economic empowerment, social inclusion, governance participation, global mobility preparation, and agricultural development. Assessment prioritized measurable impact over mere activity completion, focusing on the percentage of barangay SK units and youth populations reached through federation initiatives.

Financial stewardship evaluation covered budget utilization efficiency, adherence to Commission on Audit requirements, and resource generation through strategic partnerships with local government units, national agencies, non-governmental organizations, and private sector collaborators. Leaders maintaining clean audit histories received enhanced ratings within this category.

Collaborative Leadership and Innovation Standards

The leadership representation assessment examined federation cohesion through successful coordination of SK Chairpersons, effectiveness in advocating youth interests to government entities, and capacity development programs including training sessions, assemblies, and leadership summits for officials within their oversight.

Innovation and public engagement metrics evaluated youth-focused solutions addressing current challenges including mental health support, digital literacy advancement, climate action initiatives, and comprehensive anti-drug abuse programming. Communication proficiency through social media engagement, community consultation processes, and responsive feedback systems contributed significantly to final evaluations.
