Two Philippine Coast Guard (PCG) members face serious legal consequences after being detained in coordinated anti-narcotics operations across Cebu City and Davao City on April 22-23, 2026. The coast guard leadership has initiated swift administrative measures in response to these developments.
Coast Guard officials identified the detained personnel as Apprentice Seaman Neil Vincent Dandan Panugaling from the Coast Guard Fleet, and Petty Officer Third Class Edgardo Lugto from the Human Resource Management Unit of Coast Guard District Southeastern Mindanao.
Davao City Narcotics Bust
The Davao City operation on April 23 targeted Petty Officer Third Class Lugto at Barangay Sasa. Coast Guard intelligence operatives collaborated with multiple law enforcement agencies to execute this anti-narcotics operation.

Law enforcement officials seized approximately 12 grams of suspected methamphetamine hydrochloride with an estimated market value between ₱78,000 and ₱81,600, along with associated drug implements. The substantial market value underscores the significant volume of controlled substances involved.
The Davao operation featured extensive inter-agency collaboration, involving Coast Guard intelligence operatives, PDEA Region XI, Maritime Safety and Law Enforcement Command-Southeastern Mindanao, National Bureau of Investigation Region XI, Department of Justice, and Barangay Sasa local government representatives.
Cebu City Drug Den Raid
Apprentice Seaman Panugaling was detained during a coordinated buy-bust operation at Sitio Puntod, Barangay Mambaling, Cebu City on April 22. Philippine Drug Enforcement Agency (PDEA) Region VII spearheaded the operation with support from Cebu City Police Station 11 and Coast Guard intelligence personnel.
The collaborative law enforcement effort successfully dismantled a suspected narcotics distribution center and resulted in five arrests. Investigators confiscated suspected shabu, drug-related equipment, surveillance money, and additional evidentiary materials during the comprehensive raid.
PCG officials noted that the operation exemplifies ongoing inter-agency collaboration in addressing illegal narcotics activities within metropolitan areas.
Administrative Response and Suspension Orders
Admiral Ronnie Gil Gavan, PCG Commandant, immediately implemented preventive suspension orders for both detained personnel to facilitate unbiased and prompt investigative procedures. This rapid administrative response demonstrates the organization’s dedication to maintaining accountability standards.
The preventive suspension mechanism enables the PCG to pursue internal investigations while preventing the accused individuals from potentially compromising ongoing proceedings or maintaining operational responsibilities during the investigative phase.
“Let this serve as a clear warning to all PCG officers and personnel that the Command will not tolerate involvement in illegal activities or any act that undermines the integrity of the service,” Admiral Gavan declared. “Those who violate the law will face the consequences of their actions.”
Investigative Cooperation Framework
Commodore Noemie Cayabyab, PCG Spokesperson, verified that the coast guard maintains full cooperation with PDEA and additional law enforcement organizations throughout the investigation and formal charging procedures against the detained personnel.
“These apprehensions demonstrate that the PCG does not shield its personnel from accountability,” Commodore Cayabyab stated. “We will continue to support lawful operations against erring members and uphold the honor and credibility of the Coast Guard.”
The spokesperson highlighted the organization’s dedication to transparency and judicial processes, despite the internal challenges of pursuing cases against coast guard members.
Legal Consequences and Sanctions
PCG leadership indicated that convicted personnel will encounter both criminal prosecution and administrative penalties. Administrative consequences may include service dismissal with benefit forfeiture, representing the organization’s most severe disciplinary measure.
The comprehensive sanctions approach addresses both the criminal nature of narcotics-related charges and violations of military conduct standards required of coast guard personnel.
Criminal proceedings will advance through civilian judicial systems, while administrative sanctions follow internal military justice protocols. These parallel processes ensure thorough accountability for alleged violations.
Inter-Agency Operational Success
The coordinated operations across both metropolitan areas demonstrate effective multi-agency collaboration in anti-narcotics enforcement. Participation from diverse law enforcement organizations, spanning local police departments to national agencies including PDEA and NBI, illustrates the comprehensive strategy against illegal drug operations.
The Cebu City coordination between PDEA Region VII, municipal police, and Coast Guard intelligence resulted in completely dismantling a narcotics distribution network. The Davao City operation featured an even more extensive agency coalition, incorporating local government participation.
Maintaining Service Integrity
The PCG’s response to these incidents reflects wider initiatives across Philippine law enforcement organizations to preserve internal discipline and public confidence. Through immediate personnel suspension and complete investigative cooperation, the coast guard demonstrates commitment to organizational integrity.
Public disclosure of these arrests, rather than pursuing discrete internal resolution, indicates the agency’s understanding that transparent accountability remains essential for maintaining public trust in its law enforcement responsibilities.
These developments remind all law enforcement members that legal standards apply universally, requiring agencies to pursue cases against their own personnel when they breach sworn obligations.
