A six-day free National ID registration event is coming to Guihulngan City, Negros Oriental, giving residents the opportunity to enroll in the Philippine Identification System (PhilSys) without traveling far from home. According to the Philippine Statistics Authority (PSA), which oversees the national ID program nationwide, the activity will run from June 1 through June 6, 2026, inside the Mega Market building along the city’s main commercial area — specifically on the second floor, which has been set aside as the dedicated registration venue for the duration of the drive.
Registration Schedule Broken Down by Barangay
The PSA and the Guihulngan City local government unit (LGU) have organized the six-day event using a per-barangay daily assignment to manage the flow of registrants. Residents are advised to come on the day that corresponds to their barangay to avoid congestion and unnecessary waiting. The full schedule is as follows:
- June 1 (Sunday): Sandayao, Tinayunan Hill, Binobohan, Tacpao, Calamba, Malusay, Luz
- June 2 (Monday): P. Zamora, Imelda, Bulado, Hilaitan, Balogo, Bakid, Humay-Humay
- June 3 (Tuesday): Mani-ak, Hibaiyo, Nagsaha, Magsaysay, Hinakpan, Planas, Plagatasanon
- June 4 (Wednesday): Trinidad, Mabunga, Linantuyan, Villegas, Banwague, Tinayunan Beach, Calupa-an
- June 5 (Thursday): Mckinley, Poblacion, Buenavista, Basak, Kagawasan
- June 6 (Friday — Open Day): All barangays, no assignment required
The final day, June 6, is designated as an open day. The PSA confirmed that no barangay restriction will apply on that date, meaning any city resident — regardless of which barangay they belong to — may walk in and register. Those who miss their assigned day earlier in the week are strongly encouraged to use June 6 as their fallback option.
No appointment appears to be required, as registration is on a walk-in basis at the Mega Market venue throughout the entire six-day period.
Documents You Need to Bring
The PSA emphasizes that PhilSys registration is completely free. However, applicants must come prepared with the correct supporting documents — originals plus one photocopy each — to verify their identity. The PSA uses a two-tier document system: primary documents and secondary documents.
Applicants who possess any one of the following primary documents need only present that single item:
- A PSA-issued Certificate of Live Birth, accompanied by at least one government-issued ID that carries a front-facing photo and either a signature or thumbmark
- A Philippine Passport or ePassport issued by the Department of Foreign Affairs (DFA)
- A Unified Multi-Purpose ID (UMID) from either the Government Service Insurance System (GSIS) or the Social Security System (SSS)
- A driver’s license or student permit issued by the Land Transportation Office (LTO)
For applicants who do not hold any primary document, the PSA allows the use of any two secondary documents instead. Each secondary document must display the applicant’s photograph, full name, home address, and date of birth. Acceptable options under this category include a barangay ID or barangay certification, voter’s ID, PhilHealth ID, postal ID, school or company ID, and NBI or police clearance.
Bringing all documents in their original form alongside a clean photocopy is strongly advised, as incomplete submissions may result in being turned away at the desk.
What Happens During the Registration Process
According to the PSA, the entire PhilSys enrollment is completed in a single in-person session. Agency staff will first record the applicant’s demographic details. They will then capture biometric data, which includes a front-facing photograph, all ten fingerprint scans, and an iris scan. These biometric steps apply to all registrants aged five years and above.
Children aged one to four years old are also eligible to be registered. For this younger age group, the PSA collects a photograph and basic demographic information, which is then linked to the record of a parent or legal guardian already enrolled in the system.
After completing the process, each applicant receives a transaction slip bearing a Transaction Reference Number (TRN). This reference number can be used to monitor the status of the National ID. The PSA noted that the digital version of the National ID is accessible through the eGovPH mobile application, while the physical PhilID card will be mailed to the applicant’s registered home address by the Philippine Postal Corporation (PHLPost).
The Legal Framework Behind PhilSys
The Philippine Identification System operates under Republic Act No. 11055, known as the Philippine Identification System Act, which was signed into law on August 6, 2018. The law tasks the PSA with designing, implementing, and managing the country’s unified national identification system.
Under RA 11055, every registered Filipino citizen and resident alien is issued a permanent, randomly generated 12-digit PhilSys Number (PSN) — a lifelong identifier embedded in both the physical PhilID card and the digital version of the ID. While enrollment is not mandatory, the national government strongly encourages all Filipinos to register, as the National ID is recognized under the law as a valid standalone proof of identity and age for transactions with government agencies, private institutions, banks, and other service providers.
The program is designed to reduce bureaucratic barriers, widen financial inclusion among marginalized groups, and improve access to government social services for all Filipinos.
No Fees — PSA Warns the Public About Fixers
The PSA has consistently issued reminders that there is absolutely no fee involved in PhilSys registration at any stage of the process. Applicants are cautioned against paying any individual or group that claims to offer assistance with registration in exchange for money, as no such arrangement is authorized by the agency.
Any demand for a facilitation fee connected to PhilSys registration should be reported immediately to the PSA or to local law enforcement authorities. The PSA stressed that this mobile registration drive in Guihulngan City is part of the agency’s continuing effort to reach Filipinos in communities where fixed registration centers may not be easily accessible.
Key Reminders Before Heading to the Mega Market
The Guihulngan City LGU and the PSA advise residents to review the barangay schedule in advance to ensure they arrive on the correct day. The second floor of the Mega Market remains the sole registration area for all six days of the activity.
Official registration hours for this particular site have not been confirmed in available announcements. The PSA noted that most mobile registration drives typically operate from 8:00 a.m. to 5:00 p.m., but residents are encouraged to verify the exact daily schedule with the Guihulngan City LGU or their respective barangay officials before making their way to the venue. It is also advisable to check with the LGU whether a barangay certification is required as an additional entry document at the site.
Those who have already registered in previous PhilSys drives are not required to re-register. If you previously enrolled but have not yet received your physical PhilID card, the PSA advises using your TRN to check the delivery status through the PSA or PHLPost tracking channels.
