Gunman Taken First, Second Suspect Arrested Shortly After
Police operatives moved quickly after identifying their primary targets. At approximately 9:56 p.m. on July 15, authorities apprehended Mark Bucog Oracoy, 26, a resident of Purok 5, Barangay Ajong, Sibulan. PRO NIR identified Oracoy as the gunman who carried out the attack on Carpenter.
Barely forty minutes later, a second suspect was taken into custody. Jal Piañar Filipinas, 40, of Purok 6, Barangay Ajong, was arrested at around 10:35 p.m. the same evening. Both arrests were executed by the Negros Oriental Police Provincial Office (NOrPPO) in coordination with the Special Investigation Task Group (SITG) “Carpenter,” a dedicated unit established specifically to pursue those behind the July 12 killing.
Lookout Surrenders Before Dawn
Operations extended into the early morning of July 16. At around 4:06 a.m., Ciem Mansing Diputado, 21, of Purok 2, Barangay Ajong, presented himself to authorities and voluntarily surrendered. Police described Diputado’s role in the crime as that of a lookout. All three individuals are now facing charges of robbery with homicide.
According to PRO NIR, the three individuals were duly informed of the charges against them and of their rights under the Miranda Doctrine in a language they could understand. Documentation and the formal filing of charges were already underway, the regional police office said in its announcement.

Despite the progress made, the case is not fully resolved. A fourth suspect has yet to be apprehended and remains at large as of the latest update. The swift action was the result of a coordinated multi-agency operation. The Sibulan Municipal Police Station, under officer-in-charge PCPT Mary Jean C. Gutierrez, led the ground operations. PRO NIR Regional Director PBGEN Romano V. Cardiño publicly commended the combined efforts of all operating units, calling the arrests a meaningful milestone in the drive to deliver justice for the slain scientist.
“We assure the victim’s family, the foreign community, and the public that PRO NIR will relentlessly pursue all those involved until everyone responsible is held accountable before the law,” Cardiño was quoted as saying in the PRO NIR announcement.

Carpenter, a professor of biological sciences at Old Dominion University in Virginia, was inside his residence in Barangay Ajong, Sibulan, on the night of July 12 when armed intruders broke into his home. He was watching television with a companion when the attack occurred. He was shot in the head and later died from the wound.
Investigators said the intruders made off with cash, a laptop, and other valuables. Robbery has been cited as the apparent primary motive, though PRO NIR noted that other possible angles remain under active review.

Companion and Her Sibling Flagged as Persons of Interest
