A seaborne law enforcement operation off the coast of Sipalay City, Negros Occidental led to the arrest of seven individuals and the confiscation of approximately ₱21 million worth of untaxed cigarettes on August 15, the Philippine National Police announced. The suspects, all residents of Zamboanga City, were aboard a motorized banca when maritime operatives moved in to intercept the vessel.
The haul consisted of 525 master cases — the equivalent of 26,250 reams — of tobacco products on which no taxes had been paid, the PNP said. Authorities also took the vessel itself into custody as part of the seizure.
PNP Maritime Unit Leads the Interdiction
The interception was carried out primarily by the PNP Maritime Group’s 4th Special Operations Unit, which was conducting a routine seaborne patrol aboard High Speed Tactical Watercraft 43 at the time, according to the PNP. The operation drew support from multiple agencies, reflecting the coordinated approach increasingly used in maritime anti-smuggling efforts.
Among the supporting units were the Regional Maritime Unit-Negros Island Region Special Operations Team, the Bacolod Maritime Police Station, the Sipalay police station, the Regional Intelligence Division-Negros Island Region, the Negros Occidental Provincial Field Unit of the Criminal Investigation and Detection Group, the Provincial Intelligence Unit, and several Philippine Coast Guard stations operating within the Southern Visayas area.
The banca intercepted during the operation was a blue, red, and green vessel named “AMOR PATI,” propelled by twin engines. The PNP noted that the engine numbers had been deliberately defaced — a practice the agency described as characteristic of watercraft deployed in illicit maritime activity.
Two Brands Account for the Full ₱21 Million
Upon inspection of the vessel’s cargo, operatives discovered two distinct cigarette brands packed in master cases. The PNP reported that 220 master cases belonging to the first brand carried a declared value of ₱8.8 million, while 305 master cases of the second brand were valued at ₱12.2 million — bringing the combined total to ₱21 million.
The PNP added that the National Tobacco Administration will conduct an independent final valuation of all confiscated tobacco products to establish the official figure for legal proceedings.
All Seven Suspects From Zamboanga City
According to the PNP, the seven men taken into custody are all from Zamboanga City. They were identified by age and place of residence within the city. The group included a 48-year-old boat captain from Barangay Mampang, who is believed to have been navigating the vessel at the time of interception, as well as a 34-year-old from Barangay Arina Blanco, a 24-year-old from Barangay Mampang, and an 18-year-old from Barangay Tonkir.
The remaining three suspects were also from Mampang: a 52-year-old man and a 27-year-old man, both listing their address as Mangaya-ay, Purok 4, Mampang; and a 42-year-old man from Liha-Liha, Mampang. Following their arrest, all seven were brought to the 4th Special Operations Unit headquarters along with every piece of confiscated evidence to facilitate the filing of formal charges.
Charges Filed Under Three Laws
The PNP said the suspects face prosecution under three separate pieces of legislation. These are Republic Act No. 12022, known as the Anti-Agricultural Economic Sabotage Act; Republic Act No. 10863, the Customs Modernization and Tariff Act; and Republic Act No. 10643, the Graphic Health Warnings Law. The breadth of the charges reflects the multi-dimensional nature of cigarette smuggling as both an economic and a regulatory offense under Philippine law.
PNP Chief Signals Sustained Crackdown
PNP Chief General Jose Melencio Nartatez Jr. underscored the importance of stopping smuggled goods before they enter the domestic supply chain. In a statement, Nartatez said: “Stopping these shipments before they reach the market is critical to protecting legitimate businesses and enforcing our laws. We will remain vigilant and strengthen our capability to detect and intercept smuggling activities.”
The PNP chief also conveyed, in Filipino, that the agency would not allow the country’s waterways to be used as transit routes for contraband and that those who attempt to do so would be held accountable.
The PNP further noted that the operation forms part of its Focused Agenda and Enhanced Managing Police Operations framework — an institutional effort to tighten security along maritime corridors frequently exploited for the illegal movement of commodities.
