An independent budget transparency portal tracking all 246 Negros Oriental projects in the proposed fiscal year 2027 national budget went live this week, allowing residents to search, filter, and compare figures across two versions of the spending plan — the National Expenditure Program submitted by the executive branch and House Bill 10858 passed by the House of Representatives.
Breaking News Negros Oriental verified the portal on October 31, 2026 against the live site at negor-transparency-portal.vercel.app and its public source code repository at github.com/bettergovph/transparency-portal.
Portal Is Independent and Uses Published Government Data
The portal’s footer identifies it as run by BetterNegOr and labels it “Independent and unofficial.” It draws data from the BetterGov.ph Budget API, with the dataset built on October 26, 2026, according to text displayed on the site.
The portal itself states that amounts reflect published figures in the 2027 NEP and House Bill 10858 — not actual spending — and that any project found in only one version is a candidate for further review, not a conclusive finding.
246 Projects Worth Billions in Two Budget Versions
According to figures displayed on the portal, the FY 2027 budget contains 246 projects for the Province of Negros Oriental across three program categories: 212 under the Department of Public Works and Highways, 24 under the Health Facilities Enhancement Program (HFEP), and 10 farm-to-market road (FMR) projects.
The NEP lists 165 of these projects totalling ₱4.11 billion, while House Bill 10858 lists 242 projects totalling ₱4.15 billion. The portal specifies that the two figures are compared, never added together.
Of the 246 project lines, 159 carry the same amount in both versions. One project is budgeted higher in the House bill by ₱24.91 million, and one is budgeted lower by ₱125.8 million. Eighty-one projects appear only in the House bill, representing ₱558.0 million, while four appear only in the NEP, representing ₱420.0 million. The portal describes these single-version entries as “candidates to check, not confirmed changes.”
Breakdown by DPWH District Engineering Office
The portal organises DPWH projects by district engineering office, showing NEP versus House bill allocations for each. According to the portal’s displayed data, the 1st District Engineering Office accounts for 92 project lines — ₱472.6 million in the NEP versus ₱600.1 million in the House bill, with 47 lines appearing in the House bill only.
The 2nd DEO shows 58 lines — ₱603.9 million (NEP) versus ₱694.3 million (House bill), with 12 House-bill-only entries. The 3rd DEO carries 47 lines — ₱569.7 million (NEP) versus ₱784.7 million (House bill), with 15 House-bill-only entries.
Search Results Include Dumaguete Road and River Projects
The portal’s search function narrows results in real time. Typing “Dumaguete” in the search box returned 26 of the 246 projects, according to BNNO’s live verification. Among those results: the Metro Dumaguete Diversion Road, listed at ₱120.0 million in both the NEP and the House bill, and the Banica River riverbank protection project in Dumaguete City, also listed at ₱100.0 million in both versions.
In addition to search, the portal offers filters by program type, budget status (House-bill-only, NEP-only, same amount, higher, or lower), DPWH office, and the reason a line is flagged. Users can also sort results by House bill amount, NEP amount, size of change, or project name. Filtered views are shareable as direct links because filter settings are embedded in the web address.
Each individual project page links directly to the exact page of the source government PDF where the figure appears, according to the portal’s GitHub README. A separate “Budgets 2020–2026” page shows enacted General Appropriations Act figures for the same area, year by year.
Portal Carries Explicit Cautions on Attribution
The portal includes prominent disclaimers regarding the limits of the data. It states that listing a representative’s name beside a district “does not establish that a representative requested, sponsored or controlled any project or amount,” and that an insertion or deletion candidate “does not establish irregularity or wrongdoing by any office or official.”
The BetterGov.ph Budget API, which powers the portal, currently places DPWH money by office and identifies other lines by project name. According to the GitHub README, the API does not yet specify which city or municipality within the province a project is located in. A citizen reporting feature — planned through a central service at budget.bettergov.ph — is described in the README as “not built yet.”
Open-Source Architecture Designed for Replication
The portal runs as a static website with no backend server or database, reading directly from the public BetterGov.ph Budget API. According to the project’s GitHub repository, it can be hosted on Cloudflare, Vercel, Netlify, GitHub Pages, or a standard web server and is published under the MIT open-source licence.
The README instructs anyone wishing to replicate the portal for another province, city, municipality, or DPWH district engineering office to clone the repository, run npm install, execute npm run setup to select the target local government unit or DPWH office, run npm run check, and then deploy. The README’s own sample portal demonstrates the setup for the Province of Bohol.

BNNO Checked the Figures Against the Source Documents
Breaking News Negros Oriental cross-checked the portal’s Negros Oriental lines against the budget documents on October 31, 2026. All 165 NEP lines were found, with the same amounts, on the pages the portal cites, including all 134 public works lines in the Department of Budget and Management’s own published copy of the 2027 NEP, Volume II-B. All 242 House bill lines matched the House Bill 10858 pages the portal links to. The House approved the bill on third and final reading on October 12, 2026. Recomputed from the line items, the totals are ₱4.11 billion in the NEP and ₱4.15 billion in the House bill, as the portal shows.
