DUMAGUETE CITY — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has placed Negros Oriental under a wet weather forecast for the entirety of Friday, October 30, 2026, with cloudy skies, rainshowers, and thunderstorms expected from early morning through overnight, covering areas from Dumaguete City to Bayawan, Bais, and Guihulngan, as well as the nearby island of Siquijor.

The bulletin was released at 5:00 AM Friday as part of PAGASA’s Visayas Provincial and Regional Synoptic Division (PRSD) official regional forecast.

Daytime Conditions: 5:00 AM to 5:00 PM

PAGASA forecasts cloudy skies with rainshowers and thunderstorms across Negros Oriental during the daytime hours. Temperatures will sit between 25°C and 31°C — warm and humid in between rain events, though widespread cloud cover will suppress sunshine across the province.

Winds are expected from the northeast to east direction at light to moderate strength. Coastal waters off Negros Oriental are rated slight to moderate, according to PAGASA, meaning conditions are choppy enough to warrant caution for smaller vessels.

Overnight Outlook: 5:00 PM Friday to 5:00 AM Saturday

PAGASA’s forecast indicates some improvement in sky conditions after dark, with partly cloudy to at times cloudy skies expected overnight. However, the agency notes that rainshowers or thunderstorms may still occur during this period. Overnight temperatures will range from 25°C to 29°C. Winds will shift to a purely northeast direction, remaining at light to moderate strength, and coastal waters will stay at slight to moderate through the early hours of Saturday.

Weather System Behind the Forecast

PAGASA’s regional forecast data does not identify a specific named weather system — such as a tropical cyclone, low-pressure area, or active monsoon — as the driver of Friday’s conditions over Negros Oriental. The agency’s Visayas regional page attributes the prevailing pattern to conditions associated with the northeast wind circulation sector. No tropical cyclone wind signals are in effect for the province based on the information provided in the official forecast at the time of issuance. PAGASA advises the public to check for updated advisories throughout the day for any developments that could affect conditions over the weekend.

Understanding “Slight to Moderate” Coastal Waters

PAGASA classifies the seas around Negros Oriental as slight to moderate. In practical terms, “slight” seas carry wave heights of roughly 0.5 to 1.25 meters, while “moderate” seas can reach 1.25 to 2.5 meters. This range poses manageable conditions for larger commercial vessels but represents a genuine risk for small outrigger bancas, fishing craft, and kayaks. No gale warning has been cited in the forecast data for this period. The advisory level, as indicated by PAGASA, is one of caution rather than emergency.

Guidance for Commuters and Motorists

Rain and the possibility of thunderstorms throughout the day will affect road conditions in Dumaguete City, Bayawan, Bais, Guihulngan, and other municipalities. Motorists should allow extra travel time and reduce speed on wet pavement. Motorcyclists — a primary mode of transport across the province — should wear rain gear and take extra care on mountain roads and curves where water can pool rapidly.

Advice for Fisherfolk and Boat Operators

Small boat operators and fisherfolk working along the Tanon Strait and the waters between Negros and Siquijor are urged by PAGASA’s forecast conditions to assess sea conditions at the shoreline before setting out. Slight to moderate seas combined with daytime thunderstorm activity — including lightning — pose a serious hazard for anyone aboard an open fishing banca. Fisherfolk are advised to return to port ahead of any developing storm cells.

Ferry and Inter-Island Passengers

Passengers on routes between Dumaguete and Cebu, or on vessels bound for Siquijor via services such as OceanJet or other inter-island carriers, should confirm departure schedules directly with their carrier before heading to terminals. Slight to moderate coastal waters may prompt minor delays or adjustments. Passengers traveling with young children or elderly companions should anticipate the possibility of sea motion discomfort during crossings.

Farmers and Agricultural Workers

Rainshowers forecast across the agricultural plains and upland barangays of Negros Oriental may benefit crops requiring moisture, including sugarcane, rice, and root crops. However, prolonged downpours risk localized flooding in low-lying farm plots. Workers are advised to clear drainage channels and to suspend fieldwork during active thunderstorm periods, as lightning in open fields presents a direct hazard.

Students, Parents, and Schools

Children commuting to school on Friday — particularly those travelling by motorcycle or tricycle through hilly barangays — should depart earlier than usual to account for slower road conditions. Parents are advised to equip children with raincoats or umbrellas. School administrators are encouraged to monitor PAGASA updates and activate existing weather protocols if thunderstorm activity intensifies during school hours.

Outdoor Events and Construction

Outdoor events and construction work scheduled for Friday in Negros Oriental should be reassessed given the all-day rain and thunderstorm forecast. Event organizers should prepare covered contingency areas. Workers in construction, landscaping, and public utilities should observe standard lightning safety protocols — seeking shelter during thunderstorms, staying clear of metal equipment and elevated surfaces, and waiting until storm activity has fully passed before resuming outdoor tasks.

Evening Plans and the Baywalk

Residents considering Friday evening activities along Dumaguete’s baywalk or at outdoor venues should remain flexible. Although PAGASA indicates a partial improvement in overnight sky conditions, the continued chance of rainshowers or thunderstorms means Friday evening will not be fully clear. Northeast winds at light to moderate strength and slight to moderate coastal waters will persist until at least early Saturday morning, the agency said.
