Police and partner agencies seized more than ₱10.19 million worth of suspected smuggled cigarettes in Sitio Batang, Barangay Talaban, Himamaylan City, Negros Occidental, on Sunday, September 28, 2026, and arrested a 22-year-old man in connection with the operation, the Philippine National Police said.
Two other individuals named in the police report remain at large, according to the PNP Public Information Office.
Cigarettes Found Lacking Permits and Health Warnings
Authorities recovered 88 master cases and 176 boxes of assorted cigarettes that were reportedly being prepared for transport at the time of the operation. The products allegedly lacked the required government permits and mandatory graphic health warnings.
The PNP placed the initial estimated value at ₱10,199,400, based on the Bureau of Customs’ applicable undocumented price. The National Tobacco Administration will conduct a separate assessment to determine the final valuation.
The PNP statement did not identify the arrested suspect by name, did not specify the cigarette brands seized, and did not indicate what charges would be filed. The seized cigarettes were temporarily secured for examination and will be turned over to the appropriate authorities.
Ten Agencies Participated in the Joint Operation
The operation was led by the Regional Intelligence Division of the Police Regional Office-Negros Island Region (PRO-NIR), together with the Negros Occidental Police Provincial Office, Bureau of Customs, and the Criminal Investigation and Detection Group.
Also participating were the Regional Highway Patrol Unit, 4th Special Operations Unit-Maritime Group, Regional Intelligence Unit, Provincial Intelligence Unit, Philippine Coast Guard, and the Himamaylan City Police Station.
PNP Chief Cites Value of Inter-Agency Information Sharing
PNP chief General Jose Melencio Nartatez Jr. said the seizure demonstrated the importance of coordinated intelligence work among law enforcement and regulatory bodies.
“This is not just about confiscating products. What matters is that agencies are united in gathering the right information and in carefully enforcing the law. We want our operations to be effective, but just as importantly, they must be lawful, properly documented, and respectful of individual rights.”

Third Major Cigarette Seizure in Himamaylan in Under a Year
Sunday’s operation marks at least the third large-scale cigarette seizure in Himamaylan City within a period of roughly 12 months, according to PNP records cited in the agency’s statement.
In October 2025, PRO-NIR seized an estimated ₱11.127 million worth of smuggled cigarettes in the same barangay, Talaban. In April 2026, police seized ₱25 million worth of smuggled cigarettes in Barangay To-oy and arrested a truck driver during a pre-dawn operation.
The recurrence of seizures in the same locality points to an established smuggling corridor in the area, based on the pattern described in the PNP statement.
