The Police Regional Office Negros Island Region (PRO NIR) recorded a 30.97% drop in total crime incidents in October 2026, with reported cases falling from 862 in October 2025 to 595 — a reduction of 267 incidents — according to an official statement posted on the PRO NIR Facebook page on November 2, 2026.

The decline spans multiple crime categories, including vehicular incidents, physical injury cases, and rape, and reflects what PRO NIR described as the result of sustained back-to-basics policing, heightened patrol operations, and strengthened community engagement across Negros Oriental, Negros Occidental, and Siquijor.

Vehicular Incidents Drive Steepest Decline

The largest contributor to the overall reduction was a 69.92% drop in the Public Safety Indicator, which fell from 399 incidents in October 2025 to 120 in October 2026 — 279 fewer cases, according to PRO NIR data.

Vehicular incidents accounted for nearly all of that improvement, declining 69.77% from 397 to 120 cases. PRO NIR attributed the gains to road safety measures and sustained efforts to prevent incidents that threaten public safety.

Index Crimes and Focus Offenses Also Fall

Index Crime Volume decreased by 10.13%, from 79 to 71 incidents during the same period, PRO NIR reported. The eight Focus Crimes tracked by the regional office declined by 7.79%, from 77 to 71 cases.

Within those categories, physical injury cases posted the sharpest drop — down 87.50%, from 16 incidents in October 2025 to just 2 in October 2026. Rape cases fell 44.44%, from 18 to 10.

Regional Director Calls for Continued Vigilance

PRO NIR Regional Director Brigadier General Rudecindo L. Reales issued a statement in Filipino alongside the data, warning against complacency despite the positive numbers.

— PBGEN Rudecindo L. Reales, Regional Director, PRO NIR

Translated, Reales said the decline demonstrates the steps being taken to keep communities safe, but stressed that every police officer must maintain discipline, compassion, and dedication — and that every reported incident must be acted on promptly.

Back-to-Basics Policing Cited as Key Factor

PRO NIR attributed the improvements to a return to core policing fundamentals. According to the regional office, police personnel across the region sustained visible and proactive patrols, intensified presence in crime-prone areas, and prompt response to incidents throughout October.

The office also cited active coordination with local government units, partner agencies, and community groups, as well as strengthened intelligence-gathering designed to identify and neutralise threats before they escalate.

In addition, PRO NIR said it has been reinforcing investigative follow-through, case build-up, and crime-solution capabilities to ensure offenders are held accountable under the law — not merely reducing reported incident counts.

Operations Guided by Bagong PNP Framework

PRO NIR said its operations continue to be guided by the national Philippine National Police framework — Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman — which emphasises fast, honest, and felt police service.

The regional office said it remains committed to sustaining October’s gains through intensified operations, stronger investigations, and closer partnerships with communities across the three-province region.
