A pre-dawn chase through the roads of Vallehermoso, Negros Oriental, ended in twin crashes and the arrest of four suspects on Saturday, July 4, 2026, after police intercepted two vehicles allegedly transporting nearly ₱2.64 million worth of suspected smuggled cigarettes.
The Police Regional Office Negros Island Region (PRO NIR) said the operation was set in motion at around 3:00 a.m., when personnel from the Guihulngan Component City Police Station, working alongside the Regional Special Operations Group (RSOG), received word that two Toyota Revo vehicles were suspected of carrying contraband cigarettes and moved to intercept them.
Pursuit Begins in Guihulngan, Ends in Two Crashes
According to PRO NIR, the Guihulngan Component City Police Station initiated the hot pursuit after the two vehicles were flagged as transporting suspected smuggled goods. In a bid to cut off the fleeing vehicles, the Guihulngan unit coordinated with the Vallehermoso Municipal Police Station, which set up a checkpoint along the route.
While the chase was still underway, operatives received separate reports that both vehicles had crashed at different points within Vallehermoso — one in Barangay Puan and another in Barangay Molobolo. Police personnel were immediately dispatched to both sites.
Black and Maroon Revos Crash in Different Barangays
At Barangay Puan, a black Toyota Revo bearing Plate No. XLX 891 veered off course and crashed, sending master cases and reams of suspected smuggled cigarettes spilling across the road. A short distance away, a maroon Toyota Revo with Plate No. XPJ 955 slammed into roadside railings in Barangay Molobolo. Personnel from the Guihulngan Component City Police Station and the RSOG secured both scenes and attended to the occupants of the wrecked vehicles.
Suspects Injured, Given Medical Attention Before Being Detained
PRO NIR identified four individuals taken into custody following the crashes. At the Barangay Puan site, the driver — known by the alias Hamza, 32, a resident of Malabang, Lanao del Sur — was pulled from the wreckage and brought to the Vallehermoso Rural Health Unit for treatment. His companion, identified by the alias Ting, 31, from Escalante City, Negros Occidental, was arrested at the scene.
At Barangay Molobolo, the driver known as Jamil, 43, and his passenger Jamal, 46 — both from Manticao, Misamis Oriental — also sustained injuries in the crash and were transported to the Vallehermoso Rural Health Unit before being formally placed under arrest. PRO NIR confirmed that all four were informed of the charges against them and apprised of their constitutional rights upon detention.
Nearly 1,200 Reams Recovered from Both Sites
Combined recovery from the two crash sites yielded 29 large boxes containing a total of 1,184 reams of suspected smuggled cigarettes, PRO NIR reported. The estimated street value of the seized goods stands at ₱2,639,000. Both Toyota Revo vehicles were also impounded and taken into police custody.
PRO NIR said the recovered items are currently undergoing documentation, and that appropriate charges are being prepared in coordination with the relevant government agencies.
Regional Director Cites Coordination as Key to Success
Police Brigadier General Romano V. Cardiño, Regional Director of PRO NIR, publicly commended the units involved, citing their swift response and seamless inter-unit coordination as decisive factors in the operation’s outcome.
“I commend our operating units for their vigilance, seamless coordination, and unwavering commitment to duty. This successful operation is proof that when our police officers work as one, criminals have fewer places to hide and fewer opportunities to profit from illegal activities,” Cardiño said, as quoted by PRO NIR.
General Cardiño also stressed that cigarette smuggling carries serious economic consequences, noting that it strips the government of legitimate tax revenues, undercuts law-abiding businesses, and harms the livelihoods of ordinary Filipinos.
SAFE NIR Initiative Reaffirmed as Region Holds the Line
Beyond the commendation, PRO NIR’s regional director used the occasion to reiterate the office’s broader stance under the SAFE NIR initiative — a sustained drive to prevent the Negros Island Region from becoming a safe harbor for criminal operations of any kind. Cardiño called on all police personnel to press on with their duties, upholding the values of integrity, courage, and professionalism.
PRO NIR emphasized that inter-unit coordination — between the Guihulngan Component City Police Station, the Vallehermoso Municipal Police Station, and the RSOG — was the operational backbone of Saturday’s mission, and that this model of joint response will continue to define the region’s approach to law enforcement.
The operation adds to a growing record of anti-smuggling actions across the Negros Island Region, reflecting an intensified push by PRO NIR against economic crimes that threaten both public revenues and fair commerce.
By the Numbers
- ₱2,639,000 — estimated street value of the suspected smuggled cigarettes recovered
- 1,184 reams — total quantity of cigarettes seized across both crash sites
- 29 — large boxes recovered from Barangay Puan and Barangay Molobolo
- 4 — individuals arrested in connection with the operation
- 2 — Toyota Revo vehicles impounded by police
- 3:00 a.m. — time the hot pursuit operation commenced on July 4, 2026
Why This Matters
The recovery of nearly ₱2.64 million in suspected contraband cigarettes highlights the active movement of smuggled goods through the Negros Island Region, with suspects traced to areas as far away as Lanao del Sur and Misamis Oriental — underscoring the cross-regional nature of the illicit trade. As PRO NIR Director Cardiño made clear, cigarette smuggling directly erodes government tax collections and places legitimate businesses at an unfair disadvantage. The operation also validates PRO NIR’s strategy of multi-unit coordination under the SAFE NIR initiative, reinforcing the regional command’s position that sustained cooperation among police units is essential to disrupting criminal networks.
