Ahead of one of Southeast Asia’s most significant diplomatic gatherings, the Police Regional Office 7 (PRO7) has placed the entire Cebu province under a strict firearm restriction order, suspending all civilian gun-related permits for eight consecutive days to secure the conduct of the 48th ASEAN Leaders’ Summit.

The suspension order, formally issued on May 2, 2026, was handed down in compliance with a directive from the Chief of the Philippine National Police (CPNP), who ordered heightened security measures across all venues and surrounding areas hosting summit-related activities.

Coverage and Duration of the Suspension

The firearm ban takes effect at 12:01 AM on May 4, 2026 and runs through 11:59 PM on May 11, 2026 — a period of eight days designed to cover the full scope of summit activities, including pre-event preparations, the main gathering, and the departure of foreign dignitaries and delegations.

The restricted zones encompass Cebu City, Lapu-Lapu City, Mandaue City, and the entire Province of Cebu. These areas collectively serve as the primary operational footprint for summit activities, accommodations, and transit routes used by attending heads of state and their entourages.

What Permits Are Suspended

PRO7 has outlined a wide range of firearm-related authorizations that will be rendered inactive during the restricted period. Among the most directly felt is the suspension of all Permits to Carry Firearms Outside of Residence (PTCFOR), which will no longer be valid within the designated areas for the duration of the ban.

The suspension also covers permits issued to gun club members for the transport of firearms, as well as authorizations held by gun manufacturers, firearm dealers, and repair shop operators within the affected localities. None of these permit holders will be allowed to engage in firearms-related activities during the eight-day window.

Further extending the scope of the restrictions, permits authorizing the transport and purchase of explosives and explosive components are likewise suspended. This reflects PRO7’s intent to institute a comprehensive, not merely partial, security environment throughout the summit period.

Firing Ranges Shut Down, Pyrotechnics Licenses Paused

Beyond individual permit suspensions, all firing ranges and shooting facilities operating within the covered areas are ordered to temporarily shut down. Whether used for recreational purposes or professional firearms training, these facilities must cease operations for the entire duration of the ban.

Licenses to manufacture and trade in firecrackers and pyrotechnic devices are also put on hold. Authorities cited the potential for such materials to create confusion or pose security risks during a high-profile international event where any unusual sound or activity could be misinterpreted as a threat.

Exemptions for Uniformed and Duty-Bound Personnel

The broad civilian restrictions do not apply to members of the Philippine National Police, the Armed Forces of the Philippines, and other recognized Law Enforcement Agencies. These personnel retain the authority to carry and use their service firearms during the restricted period.

However, the exemption is conditional: authorized personnel must be actively performing official duties and must be wearing their prescribed uniforms at the time. The uniform requirement serves a practical purpose — it allows the public and fellow security personnel to readily distinguish authorized individuals from unauthorized ones, thereby reducing the risk of confusion during security operations.

PRO7 Chief Cites Commitment to Public Safety

PRO7 Acting Regional Director Police Brigadier General Arnold E. Abad framed the gun ban as part of broader Enhanced Managing Police Operations protocols activated specifically for the ASEAN Summit.

“This proactive security measure reflects our commitment to delivering police service that is swift, honest, and truly felt by the public,” PBGen Abad said. “We ask for the understanding and full cooperation of our communities as we work together to ensure the safe, secure, and orderly conduct of the ASEAN Summit.”

His statement echoes the CPNP’s guiding principle of Serbisyong Mabilis, Tapat, at Nararamdaman — a mantra calling on the national police force to deliver service that is fast, trustworthy, and genuinely experienced by the communities they serve.

Coordinated Multi-Agency Security Deployment

PRO7 will not be operating in isolation throughout the security period. The regional police office is set to coordinate closely with the Armed Forces of the Philippines, various Law Enforcement Agencies, and local government units across all affected areas.

This layered, multi-agency approach is designed to ensure that no security gap exists between different jurisdictions or areas of responsibility. Local government units, in particular, bring an important dimension to the operation through their familiarity with community conditions, local networks, and geographic nuances that national-level agencies may not immediately have at hand.

The integrated command structure allows for unified decision-making while enabling specialized units to function effectively within their respective roles and expertise areas.

Public Asked to Stay Alert and Report Suspicious Activity

PRO7 also called on the general public to remain vigilant and actively participate in maintaining a secure environment throughout the summit period. Citizens are encouraged to immediately report any suspicious individuals, vehicles, or activities to the nearest police station.

The appeal to community awareness reflects a broader philosophy in modern security operations — that law enforcement alone cannot guarantee safety at events of this scale. Residents and visitors within the restricted zones serve as a critical first layer of observation, capable of flagging unusual behavior before it escalates into a threat.

The 48th ASEAN Leaders’ Summit is among the most consequential diplomatic events to be held in the Philippines in recent years.
