A coordinated anti-online sexual exploitation operation carried out by the Philippine National Police Women and Children Protection Center (PNP-WCPC) on June 22, 2026, resulted in the rescue of three young children and the arrest of a 27-year-old male suspect in Cavite province. The children, all between four and six years old, were immediately placed under proper care and protection following the operation, the PNP confirmed.
Simultaneous Warrants Executed in Two Cavite Towns
According to the Philippine National Police, law enforcement teams executed a Warrant to Search, Seize, and Examine Computer Data covering locations in both Bacoor and Silang, Cavite. The two warrants were served simultaneously alongside the victim location and rescue operation, ensuring that evidence was preserved even as the children were being secured from harm.
The suspect — identified only by his alias “Arnel” — is a 27-year-old security guard who was known to the victims as a former neighbor. He was taken into custody at the time of the warrant’s implementation, the PNP said in its report on the operation.
Criminal Charges Filed Under Two Major Laws
The Philippine National Police confirmed that corresponding criminal charges have been filed against the suspect for alleged violations of Republic Act No. 11930, otherwise known as the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials (Anti-OSAEC) Act. These charges were filed in relation to Republic Act No. 10175, the Cybercrime Prevention Act of 2012.
RA 11930, which was signed into law in 2022, imposes stiff penalties on individuals found guilty of producing, distributing, or facilitating child sexual abuse materials online. When charged in conjunction with the Cybercrime Prevention Act, offenders may face significantly harsher sentences given the digital nature of the offense.
PNP Chief Nartatez Reaffirms Commitment to Child Protection
PNP Chief Police General Jose Melencio C. Nartatez Jr. said the Cavite operation stands as clear evidence of the institution’s unwavering resolve to shield children from all forms of online exploitation and abuse.
In a statement, Nartatez emphasized the agency’s mandate under the directive of President Ferdinand R. Marcos Jr. to intensify efforts against online abuse. “Ang ganitong klase ng operasyon ay malinaw na patunay na hindi tayo titigil sa pagprotekta sa kabataan. Sa ilalim ng direktiba ni Pangulong Ferdinand R. Marcos Jr., mas pinalalakas natin ang ating mga hakbang laban sa online abuse at lahat ng uri ng pang-aabuso sa kabataan,” the PNP chief said.
Nartatez further noted that the PNP is continuously refining its operational structure under its Focused Agenda, particularly through what the agency calls the Enhanced Managing Police Operations framework. This framework, according to the PNP chief, is designed to keep law enforcement responses swift, properly coordinated, and consistently oriented toward the welfare of victims.
Follow-Up Probes Targeting Possible Exploitation Networks
The PNP assured the public that investigators are actively pursuing follow-up inquiries to determine whether the arrested suspect may have connections to broader online sexual exploitation networks operating in the country. The agency said these continuing investigations are essential to disrupting organized abuse rings and preventing further harm to vulnerable children.
The June 22 operation forms part of a wider and sustained government push to build safer communities across the Philippines. The PNP said its efforts in this area are anchored in the agency’s overarching vision of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman” — a vision that places public safety and the protection of the most vulnerable citizens at the center of policing priorities.
Online Child Exploitation Remains a Serious Concern
Online sexual exploitation of children continues to be flagged by Philippine authorities as among the most pressing child protection challenges in the country, particularly as internet access has expanded across various communities. Law enforcement agencies, including the PNP-WCPC, have stepped up digital monitoring and coordination with courts to obtain the necessary legal instruments — such as the Warrant to Search, Seize, and Examine Computer Data — that allow for faster and more decisive action against suspected perpetrators.
The rescued children’s identities are being withheld in accordance with laws protecting child victims of abuse and exploitation. The PNP said appropriate government agencies are providing the children with the psychosocial support and legal assistance they need as follow-up proceedings move forward.
