As the Senate formally opened impeachment proceedings against Vice President Sara Duterte on Sunday, July 6, the Philippine National Police mobilized a massive security force to ensure order around the Senate complex in Pasay City. The PNP’s Public Information Office confirmed the deployment of 6,630 officers covering security operations before, during, and after the historic trial.

A Special Task Group was organized exclusively for this operation, with personnel positioned at critical locations spanning the entire perimeter of the Senate grounds. According to the PNP-PIO, security coverage extends across all phases of the trial proceedings, with the force prepared to make real-time operational adjustments as situations on the ground develop.

How the Force Is Distributed

Of the 6,630 officers deployed, 3,250 have been assigned to active duty posts at strategic positions around the Senate complex, the PNP-PIO reported. A separate contingent of 2,900 Civil Disturbance Management personnel has been placed on standby, ready to provide immediate reinforcement should circumstances require it.

Officers have been stationed along the north, front, and south sections of J.W. Diokno Boulevard. Their responsibilities include maintaining public order, directing motorists and pedestrians, and ensuring that lawful activities — including demonstrations — proceed without disruption.

Traffic, Surveillance, and Emergency Measures Activated

The PNP said it has gone beyond personnel deployment to address safety from multiple angles. Additional closed-circuit television cameras have been installed at key spots surrounding the Senate to bolster surveillance coverage throughout the proceedings.

Traffic rerouting schemes have been finalized in coordination with relevant government agencies to minimize congestion in the area. Nearby hospitals have also been identified and placed on notice to facilitate prompt emergency medical response should any incident arise, the PNP stated.

These preparations are part of the PNP’s Focused Agenda under its Enhanced Managing Police Operations framework — a structure designed to promote proactive planning, inter-agency coordination, and complete operational readiness ahead of major national events.

The PNP also noted that the security arrangements are in keeping with President Ferdinand R. Marcos Jr.’s standing directive to uphold peace and order while safeguarding the constitutional rights of every Filipino.

PNP Chief Emphasizes Discipline, Impartiality

PNP Chief Police General Jose Melencio C. Nartatez Jr. stated that the organization is fully equipped to carry out its mandate with professionalism, impartiality, and strict adherence to the rule of law.

In a statement issued by the PNP, Nartatez said in Filipino: “Nais nating matiyak na magiging maayos at ligtas ang lahat. Ang ating mga pulis ay nakaatas na gawin ang kanilang trabaho nang may disiplina, paggalang sa karapatan ng bawat isa, at buong propesyonalismo. Iyan ang inaasahan ng publiko sa atin.”

Translated into English, Nartatez conveyed that every police officer on the ground is expected to work with discipline, to respect individual rights, and to uphold the highest standards of professional conduct — qualities he identified as the baseline the Filipino public deserves from its national police force.

General Nartatez also appealed directly to the public for cooperation with security and traffic measures put in place for the duration of the proceedings.

The PNP chief’s message underscored that maintaining a peaceful environment during the proceedings is a shared civic responsibility — not the burden of law enforcement alone.

Security to Remain Active for the Trial’s Full Duration

The PNP-PIO confirmed that the security operation will remain in force throughout the entirety of the impeachment trial, with commanders on the ground authorized to adjust deployments as needed. Continuous monitoring of conditions in and around the Senate area will guide any shifts in the operational posture of the force.

The PNP framed its commitment to this operation within its institutional program, Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman, reflecting its broader mission of delivering responsive, honest, and felt public service to every Filipino.

This deployment represents one of the largest dedicated security mobilizations for a Senate proceeding in recent years, underscoring the gravity with which authorities are treating the impeachment trial of the sitting Vice President.

By the Numbers

  • 6,630 — Total PNP personnel deployed for the impeachment trial security operation
  • 3,250 — Officers assigned to active posts at key positions around the Senate complex
  • 2,900 — Civil Disturbance Management personnel on standby for immediate augmentation

Why This Matters

The impeachment trial of Vice President Sara Duterte ranks among the most consequential constitutional proceedings in recent Philippine history, prompting the PNP to mount a security operation of extraordinary scale. Deploying over 6,600 officers — including a dedicated civil disturbance standby force — signals the extent of public order concerns surrounding the trial. The layered approach combining personnel deployment, enhanced surveillance, traffic management, and emergency medical readiness reflects a whole-of-government effort to protect both the integrity of the democratic process and the safety of everyone present.
