In a single sweeping ceremony held at the Philippine National Police’s national headquarters on Friday, May 8, 2026, five senior police generals simultaneously assumed new posts spanning regional commands and key directorial offices — marking one of the more consequential single-day leadership transitions the PNP has conducted in recent months.

The Ceremonial Joint Turnover of Offices took place at Camp Brig. Gen. Rafael T. Crame in Quezon City, the traditional venue for major PNP command changes. Police Lieutenant General Bernard M. Banac, Acting Deputy Chief of the PNP for Administration, presided over the proceedings on behalf of PNP Chief General Jose Melencio C. Nartatez Jr., who was not personally present during the rites.

New Leadership for the Negros Island Police Region

One of the most significant command transfers on May 8 involved the Police Regional Office–Negros Island Region (PRO-NIR), which covers both Negros Occidental and Negros Oriental. Police Brigadier General Romano V. Cardiño formally assumed the post of Regional Director for PRO-NIR, succeeding PBGEN Arnold Thomas C. Ibay, who formally yielded the command during the turnover rites.

The PRO-NIR directorship is regarded as a critical post, given the twin-province region’s ongoing peace and order concerns. PBGEN Cardiño’s assumption of command signals a new operational chapter for the regional police office under the present PNP leadership structure. His predecessor, PBGEN Ibay, was among the outgoing officials formally recognized during the ceremony for service rendered in the position.

A Cascading Chain of Command Transfers

The May 8 reshuffling involved a chain reaction of reassignments that extended across several major police commands nationwide. PBGEN Benliner L. Capili was installed as the new commander of the Northern Police District under the National Capital Region Police Office (NCRPO), filling the vacancy left by PBGEN Christopher R. Dela Cruz.

PBGEN Dela Cruz, having yielded the Northern Police District command, was simultaneously assigned as the new Regional Director of Police Regional Office 4B, which covers the MIMAROPA region. He replaced PBGEN Jovencio S. Badua Jr. in that post.

PBGEN Badua was, in turn, designated as the incoming Regional Director of Police Regional Office 1, covering the Ilocos Region — a post previously held by PBGEN Dindo R. Reyes. PBGEN Reyes, completing the chain, formally took over the Directorate for Comptrollership from Police Major General Westrimundo D. Obinque. The comptrollership directorate is one of the PNP’s primary offices responsible for financial oversight and fiscal accountability across all police units.

PNP Chief’s Message: Continuity and Reform

Through PLTGEN Banac, PNP Chief Nartatez delivered a message to those participating in the turnover, stressing that seamless leadership continuity is essential to sustaining the institutional momentum the PNP has built under the current administration’s reform agenda.

According to the PNP Public Information Office’s official release dated May 8, 2026, the police chief commended the outgoing officials for their dedication and contributions, citing their roles in strengthening operational capability, reinforcing organizational discipline, and building public trust across their respective commands.

Nartatez also directed an explicit challenge to the incoming commanders, calling on each of them to uphold the PNP’s standards of professionalism, integrity, and accountability from day one of their new assignments. The message framed the transitions not as routine administrative reshuffling, but as deliberate steps toward reinforcing the institution’s core values and reform direction.

Aligned With the PNP Focused Agenda

The PNP Public Information Office described the May 8 command realignments as consistent with the PNP Focused Agenda — the strategic framework under which the current PNP leadership has been guiding the organization’s priorities and reform programs. Under this framework, senior officers are deliberately positioned in posts where their experience and expertise can address specific operational challenges.

The rationale behind such large-scale reshuffles, as stated by the PNP, is to ensure that leadership experience is matched with operational need — placing seasoned generals in commands facing complex security environments or requiring specific institutional reforms. The May 8 realignments reflect that principle, with officers moving between national capital region commands, MIMAROPA, Ilocos, the Negros Island Region, and central directorial offices.

Reform Slogan Reiterated During the Ceremony

The turnover ceremony also served as an occasion for the PNP to reaffirm its institutional reform commitments. The organization reiterated its campaign declaration — Bagong PNP para sa Bagong Pilipinas: serbisyong mabilis, tapat, at nararamdaman — which translates to a New PNP for a New Philippines delivering service that is fast, honest, and genuinely felt by the public.

This reform slogan, aligned with the national government’s broader agenda under the current administration, has been adopted as the PNP’s guiding principle in restructuring its leadership corps, modernizing operations, and pushing for institutional improvements across all 17 regional police offices in the country. The May 8 ceremony was presented as a concrete expression of that commitment.

Camp Crame: The Traditional Venue for PNP Turnovers

Camp Brig. Gen. Rafael T. Crame in Quezon City remains the customary site for PNP command turnover ceremonies of this scale. As the national headquarters of the Philippine National Police, the camp has historically hosted major leadership transitions that carry institutional and symbolic significance for the organization.

PNP reshuffles at this level typically occur multiple times within a calendar year, reflecting standard practice in rotating senior officials to prevent institutional stagnation and to keep command structures aligned with shifting security priorities. The simultaneous reassignment of five generals in a single ceremony on May 8, 2026, however, stands out in terms of its scope compared to more routine single-post turnovers.

Incoming Commanders Face Immediate Operational Demands

Each of the newly installed officials is expected to engage immediately with the ongoing programs and operational priorities of their respective commands. For PBGEN Cardiño at PRO-NIR, these priorities include the continuation of anti-illegal drug operations, community policing initiatives, and peace and order programs already underway across the Negros Island Region, which encompasses both Negros Occidental and Negros Oriental.

For PBGEN Capili, inheriting command of the Northern Police District means overseeing police operations in one of Metro Manila’s most densely populated areas, with immediate responsibilities covering anti-crime operations, traffic law enforcement, and coordination with local government units in the district.

The PNP Public Information Office confirmed that all command responsibilities and corresponding turnover documents were formally transferred during the May 8, 2026 ceremony. Incoming commanders are expected to submit their respective command priorities to PNP headquarters within the initial weeks of their assumption of office.
