DUMAGUETE CITY, Negros Oriental — Miguel Lorenzo N. Aseniero, the 20-year-old City Councilor and Sangguniang Kabataan Federation President, has achieved the highest performance rating among all SK Federation Presidents province-wide, earning a remarkable 94.85 percent score in an independent evaluation covering Negros Oriental.

The comprehensive assessment, conducted by Transparency Good Governance and Accountability Advocates in collaboration with Visayas Social Pulse, positioned Aseniero at the forefront of municipal and city SK Federation Presidents throughout the province, reinforcing Dumaguete’s standing as a youth governance model in Central Visayas.

Comprehensive Provincial Survey Methodology

The evaluation formed part of the “Boses ng Bayan” local polling initiative implemented from January to February 2026. This non-commissioned survey operated independently across all municipalities and cities in Negros Oriental, utilizing randomly selected respondents distributed proportionally according to official voting population statistics for each locality.

Survey coordinators established a ±1 percent sampling margin of error with 95 percent confidence level parameters. The assessment methodology encompassed every municipality and city throughout Negros Oriental, delivering a thorough evaluation of youth leadership effectiveness across the entire province.

According to the organizing entities, the “Boses ng Bayan” poll constitutes among the most comprehensive independent assessments of regional youth governance ever undertaken in the area.

Multi-Dimensional Assessment Criteria

The evaluation process measured SK Federation Presidents against five essential categories: governance and compliance, program implementation and impact, fiscal management, leadership and representation, plus innovation and public engagement.

Governance and compliance evaluation focused on attendance levels and active participation in Provincial, City, and Municipal Council sessions, alongside Local Youth Development Council meetings. Assessors also reviewed timely report submissions and fund liquidations, appropriate SK Federation project documentation, and youth-focused ordinances and resolutions promoted in higher councils.

The program implementation segment addressed the 10 Centers of Participation: health, education, environment, peace-building, active citizenship, economic empowerment, social inclusion, governance, global mobility, and agriculture. Evaluators calculated the percentage of barangay SKs and youth population reached, measured concrete outcomes beyond simple event participation, and determined program sustainability extending past single terms.

Financial Oversight and Strategic Partnerships

Fiscal management assessment weighed efficient and legal utilization of the 10 percent SK fund at federation levels, adherence to Commission on Audit regulations, and capacity for establishing partnerships with LGUs, national agencies, NGOs, and private sector entities. Clean audit records also contributed to this evaluation category.

Leadership and representation analysis examined federation cohesion, mentoring quality and coordination among SK Chairpersons, youth advocacy effectiveness before the Sanggunian, and capacity-building initiatives including trainings, assemblies, and leadership summits.

Innovation and public engagement criteria evaluated youth-focused solutions targeting mental health, digital literacy, climate action, and anti-drug initiatives, combined with communication effectiveness through social media platforms, public consultations, and community trust measurements.

Political Journey and Educational Background

In October 2023, Aseniero secured election as SK Chairman at 18 years and 25 days old, establishing him as Negros Oriental’s youngest SK official at that time. His positions have expanded to include SK Federation President of Dumaguete City, Vice President of the SK Federation of Negros Oriental, and Local Youth Development Council (LYDC) Chairman.

The LYDC coordinates student governments, educational institution organizations, and barangay youth groups across multiple sectors. He simultaneously serves as ex-officio member of the Sangguniang Panlungsod of Dumaguete, providing youth representation in the city’s legislative processes.

Aseniero’s educational foundation includes kindergarten and elementary studies at Saint Louis School of Don Bosco, followed by high school at Silliman University, where he earned honor recognition in both junior and senior levels. He currently pursues second-year Bachelor of Science in Accountancy studies at Silliman.

Sports Excellence and Diverse Engagement

His student-athlete credentials include three Dumaguete City Meet table tennis championships and corresponding Regional Meet representations, showcasing comprehensive development spanning academic, political, and athletic achievements.

Enhanced Youth Programming Initiatives

Aseniero’s leadership has expanded city government programming through the Local Youth Development Office beyond traditional recreational activities. Current initiatives encompass adolescent development seminars, mental health awareness campaigns, teenage pregnancy prevention programs, and comprehensive anti-drug advocacy efforts.

The LYDO has introduced theater arts workshops, painting programs, and creative writing sessions designed to support young Dumagueteños pursuing artistic and literary careers. These initiatives represent substantial expansion from conventional youth programming centered on sports and recreation.

Democratic Budget Participation and Annual Gatherings

Following city ordinance requirements, Aseniero oversees the Annual Dumaguete Youth Congress, assembling delegates from educational institutions, universities, barangays, and sectoral youth organizations. Congress participants contribute directly to youth development budget decisions, a mechanism Aseniero considers fundamental to his leadership approach.

“Leaders should not make plans for the people, but make plans with the people,” he stated, explaining the Congress philosophy. This participatory budget methodology demonstrates innovative youth involvement in local governance structures.

The city has maintained the Dumaguete Youth Achievers Awards since 2024, recognizing young citizens making outstanding contributions to youth development and community advancement.

Upon receiving the top provincial ranking, Aseniero attributed success to collaborative youth efforts rather than individual achievement. “This award is not just a reflection of my efforts, but of the efforts of many youths who share the same vision for a better, brighter, and more inclusive city filled with opportunities for all,” he stated.

This inclusive methodology corresponds with evaluation standards emphasizing federation unity and effective SK Chairperson mentorship across various barangays. The exceptional performance rating indicates successful implementation of this collaborative leadership framework.

Aseniero’s 94.85 percent rating establishes a substantial lead over other provincial SK Federation Presidents, demonstrating Dumaguete City’s exceptional performance in youth governance initiatives and multi-sector program implementation.
