A nighttime inter-agency crackdown in Dumaguete City on August 5, 2026 ended with three men in police custody and more than ₱15 million worth of suspected smuggled cigarettes off the streets — the result of intelligence that had been tracked across inter-island shipping lanes all the way from Zamboanga del Sur, the Negros Oriental Police Provincial Office (NOrPPO) confirmed.
Operatives flagged down a green Canter truck at around 10:36 p.m. after monitoring its movements from the moment it arrived via the roll-on/roll-off (RORO) route originating in Pagadian City, Zamboanga del Sur. The truck’s driver and two passengers were placed under arrest after the vehicle was found loaded with hundreds of cases of untaxed cigarettes bound for delivery in Dumaguete City.
What Was Inside the Truck
NOrPPO reported that inspectors found 68 master cases of Walter Premium cigarettes and 195 master cases of Busqu Full Flavor cigarettes stowed inside the vehicle, bringing the total to 263 master cases with a combined estimated value of ₱15,069,000. Both brands were classified as untaxed and undocumented goods under Philippine customs regulations.
Alongside the cigarette cases, authorities also impounded approximately 200 boxes of dried fish valued at roughly ₱90,000. Police said the dried fish appeared to have been loaded together with the contraband — likely serving as cover cargo to mask the illicit shipment. The Canter truck itself, bearing plate number ZAG 5869, was likewise seized.
How the Intelligence Trail Led to Dumaguete
The interdiction was set in motion by intelligence furnished by the Regional Intelligence Division of the Police Regional Office–Negros Island Region (PRO-NIR), which pointed to a specific truck allegedly carrying smuggled cigarettes through the RORO network from Pagadian City. Acting on those reports, NOrPPO’s Provincial Intelligence Unit and Provincial Drug Enforcement Unit launched the operation at approximately 7:12 p.m., well before the truck was stopped, allowing operatives to track its movements from port arrival through its route into the city.
Provincial Director PCOL Timmar J. Alam directly supervised the operation. NOrPPO credited the intelligence tip from PRO-NIR as the critical factor that enabled authorities to intercept the shipment before it could be distributed.
Suspects Face Charges Under Two Laws
The three arrested individuals are being investigated for possible violations of Republic Act No. 10643, known as the Graphic Health Warnings Law, and Republic Act No. 10863, the Customs Modernization and Tariff Act. NOrPPO said each suspect was informed of the grounds for their arrest and apprised of their constitutional rights before being brought to the Dumaguete City Police Station for booking and documentation.
A Coalition of 14 Agencies
The scale of participation in the operation was notable. According to NOrPPO, fourteen law enforcement and government agencies took part, reflecting the breadth of coordination required to monitor both maritime entry points and land routes.
Participating units included the Regional Intelligence Division of PRO-NIR; Coast Guard Substation Dumaguete City; the Dumaguete Maritime Police Station; the K9 Unit; the Special Operations Unit; the Maritime Law Enforcement Group; Coast Guard Station Negros Oriental; and the Coast Guard Intelligence Group Southern Visayas.
Additional agencies involved were the Bureau of Customs–Subport of Dumaguete; the Philippine Ports Authority Port Police; the Philippine Highway Patrol Team–Negros Oriental; the Negros Oriental Maritime Police; the Sibulan Municipal Police Station; and the Dumaguete City Police Station.
Commander Credits Coordination Among Units
In the aftermath of the operation, PCOL Timmar J. Alam publicly commended all participating agencies for their swift coordination. He said the successful interdiction was a demonstration of what sustained intelligence sharing between agencies can achieve in the fight against smuggling and other forms of illicit trade.
NOrPPO further stated that it intends to maintain and strengthen intelligence-driven operations alongside partner agencies to prevent smuggled and undocumented goods from entering and circulating within Negros Oriental.
