DUMAGUETE CITY, Negros Oriental — Northeast winds will push rainshowers and thunderstorms across Negros Oriental throughout Tuesday, November 3, 2026, according to a forecast issued at 5:00 AM by the state weather bureau PAGASA under its Visayas Provincial and Regional Synoptic Division (PRSD). The bulletin covers conditions from 5:00 AM Tuesday through 5:00 AM Wednesday.

PAGASA identified the prevailing northeast wind direction — associated with the amihan, or northeast monsoon — as the primary driver of today’s weather. The amihan draws cool, moisture-laden air from the Pacific and South China Sea across the eastern and central Philippines during the later months of the year. When this airflow meets the mountainous terrain of Negros Island, it generates cloud buildup and can produce rainshowers and embedded thunderstorms even without a tropical cyclone present. PAGASA’s source data lists no tropical cyclone, low-pressure area, or other named weather system as affecting the province at the time of the bulletin.

Daytime Conditions: 5:00 AM to 5:00 PM Tuesday

According to PAGASA, skies during the day will be partly cloudy to at times cloudy, with rainshowers or thunderstorms possible at any hour. Temperatures will range from 26°C to 32°C. Winds will blow from the northeast at light to moderate strength, and coastal waters around the province will be slight to moderate.

Overnight Conditions: 5:00 PM Tuesday to 5:00 AM Wednesday

The nighttime outlook from PAGASA carries the same sky description and wind conditions as the daytime period — partly cloudy to at times cloudy, with continued chances of rainshowers or thunderstorms. Northeast winds will remain light to moderate, and coastal waters will stay at slight to moderate. Temperatures overnight will ease slightly to a range of 26°C to 31°C, consistent with natural cooling after sunset.

PAGASA’s bulletin provides no extended clear window across either period. Both daytime and overnight outlooks carry an equal risk of sudden rain or thunderstorm activity.

No Active Warnings Issued

The PAGASA forecast for this bulletin period lists no tropical cyclone wind signal, gale warning, or color-coded rainfall warning — yellow, orange, or red — for Negros Oriental. No elevated alert requiring evacuation or precautionary shelter measures is in effect.

Nonetheless, PAGASA’s inclusion of thunderstorms in the forecast warrants attention. Thunderstorms can develop and intensify rapidly, bringing lightning, strong localized gusts, and bursts of heavy rain that may reduce visibility on roads and waterways.

On coastal waters, PAGASA’s “slight to moderate” designation means conditions may shift across that range during the day. “Slight” seas are generally manageable for larger, seaworthy vessels; “moderate” conditions present a greater challenge, with waves and swells that can make small-boat travel uncomfortable and potentially risky. Operators of small bancas and fishing outriggers are advised by PAGASA to exercise particular caution.

Guidance for Ferry Passengers and Commuters

Travelers on inter-island routes — including services between Dumaguete and Siquijor, and routes connecting Bayawan, Bais, and other coastal communities to nearby islands — should verify departure schedules with their ferry or fastcraft operator before proceeding to the port. Slight to moderate coastal waters combined with the possibility of embedded thunderstorms may prompt operators, including OceanJet and other carriers, to adjust or delay sailings for passenger safety.

Fisherfolk and Small-Boat Operators

Those fishing out of Dumaguete, Guihulngan, Bayawan, Bais, and coastal barangays throughout Negros Oriental — as well as those working waters near Siquijor — should exercise heightened caution. Light to moderate northeast winds and slight to moderate coastal waters fall within workable limits for larger, properly equipped vessels, but small bancas and open outriggers face greater exposure. The unpredictable development of thunderstorms means sea conditions can deteriorate quickly, and fisherfolk are advised to return to shore at the first sign of dark cloud buildup or a sudden wind shift.

Farmers and Agricultural Workers

Agricultural workers in inland areas — including barangays in Guihulngan, Bais, and the hinterlands around Dumaguete — should account for intermittent rain and thunderstorm risk when planning field activities. Rain-sensitive tasks such as post-harvest drying, pesticide application, and fertilizer spreading may be disrupted. Waterlogging in low-lying fields is also a risk should thunderstorm cells concentrate heavy rainfall in a short period.

Students, Parents, and Schools

Children attending school in Dumaguete City, Siquijor, and other municipalities across Negros Oriental may encounter rainshowers or thunderstorms at any point during school hours, including dismissal time. Parents are encouraged to ensure children have rain gear and that pickup arrangements allow for possible afternoon downpours. School administrators are advised to monitor local conditions, particularly during recess or dismissal if a thunderstorm develops.

Outdoor Workers and Event Organizers

Construction crews, road workers, and other outdoor workers across the province face a day without a reliably clear window. PAGASA’s forecast means neither the morning nor the afternoon is guaranteed to remain dry. Workers and supervisors should establish clear protocols for suspending work and seeking shelter when thunder is heard or lightning is seen. Organizers of outdoor events in Dumaguete or elsewhere in Negros Oriental on Tuesday should have a covered contingency plan in place.

Forecast Coverage Period

The PAGASA bulletin covers the 24-hour period ending at 5:00 AM on Wednesday, November 4, 2026. No extended outlook beyond that window is included in the source data. Residents are advised to monitor the next scheduled PAGASA forecast update for conditions beyond this period.
