DUMAGUETE CITY, Negros Oriental — Wednesday, November 4, 2026: The state weather bureau PAGASA, in a bulletin released at 5:00 AM today, placed Negros Oriental under an unsettled weather outlook covering the full 24-hour period from 5:00 AM Wednesday through 5:00 AM Thursday — with rainshowers and thunderstorms possible at any point, day or night.

According to PAGASA, areas from Dumaguete and Siquijor in the south through Bais, Bayawan, and Guihulngan further along the province will experience partly cloudy skies that will periodically cloud over and produce rain. Thunderstorms are explicitly listed in the forecast for both the daytime and overnight windows, meaning conditions are not expected to ease significantly after dark.

Weather Driver

PAGASA’s regional bulletin does not name a specific weather system as the cause of today’s conditions over Negros Oriental. The forecast does, however, identify wind direction as coming from the northeast at light to moderate strength — a pattern consistent with the northeast monsoon, locally known as amihan, which typically affects the Visayas at this time of year. PAGASA has not explicitly named a driving system in this particular bulletin; residents are advised to check pagasa.dost.gov.ph for the latest synoptic discussion and any subsequent updates.

Daytime Forecast: 5:00 AM to 5:00 PM

PAGASA forecasts partly cloudy skies turning at times cloudy throughout the morning and afternoon, with rainshowers or thunderstorms possible at any hour. Temperatures are expected to range from a low of 26°C to a high of 32°C. Winds blow from the northeast at light to moderate strength. Coastal waters off Negros Oriental are described as slight to moderate.

Overnight Forecast: 5:00 PM to 5:00 AM (Thursday)

No meaningful improvement is forecast after sundown. PAGASA indicates partly cloudy skies will again turn at times cloudy overnight, and rainshowers or thunderstorms remain possible. Temperatures are expected to range between 26°C and 31°C. Northeast winds continue at light to moderate strength, and coastal waters remain slight to moderate.

PAGASA’s explicit inclusion of thunderstorm potential across both forecast periods is a notable detail. Thunderstorms can develop quickly and locally, producing sudden heavy downpours, gusty winds, and dangerous lightning even when the broader sky appears only partly cloudy.

Sea Conditions

Coastal waters off Negros Oriental are rated slight to moderate by PAGASA for both the daytime and overnight periods. Slight seas carry wave heights of roughly 0.5 to 1.25 metres — generally manageable for most vessels but already uncomfortable for very small or heavily loaded bancas. Moderate seas, with wave heights of roughly 1.25 to 2.5 metres, can be hazardous for small outrigger boats and are not recommended for bancas and small fishing craft without adequate freeboard and safety equipment.

Because the forecast spans the slight-to-moderate range, conditions could shift toward the worse end of that spectrum — particularly during or after a thunderstorm. Small-boat operators along the coasts of Dumaguete, Dauin, Sibulan, Bayawan, and Bais should factor this into their decisions before departing.

No Active Tropical Cyclone Warnings

According to PAGASA, today’s bulletin for Negros Oriental carries no tropical cyclone wind signal, gale warning, or rainfall advisory — yellow, orange, or red — meaning conditions are not expected to reach formal warning thresholds at this time. The absence of a formal advisory, however, does not indicate entirely benign weather, as thunderstorms embedded in partly cloudy skies can produce localised heavy rain, sudden strong gusts, and dangerous lightning within a short period and sometimes with little visible advance warning.

Guidance for Specific Groups

Fisherfolk and Small-Boat Operators

The combination of slight to moderate seas and the ongoing possibility of thunderstorms calls for extra caution on the water. Small bancas and outrigger boats are most at risk when sea state reaches the moderate range or when a thunderstorm moves through. Fisherfolk from Dumaguete, Sibulan, Manjuyod, Bindoy, and Bayawan should assess local conditions before departing and avoid open water if thunderstorms are visible or approaching. If already at sea when a thunderstorm develops, PAGASA advises returning to port or seeking shelter immediately.

Ferry and Inter-Island Passengers

Passengers booked on ferries and fast craft between Dumaguete and Siquijor, Cebu, or other Visayas ports — including those travelling with OceanJet and other fast-craft operators — should confirm schedules with their carriers before proceeding to the port. While no gale warning is in effect, moderate seas and embedded thunderstorms may prompt operators to exercise caution or adjust departure times.

Farmers

Rain is possible at any hour across Negros Oriental, including in interior agricultural areas. Farmers working in the fields — particularly those harvesting or drying crops in Guihulngan, La Libertad, Canlaon, and other inland localities — should plan around the risk of sudden showers. Harvested crops left in the open are at risk of damage. In lower-lying farm areas where drainage is a concern, water levels should be monitored after any heavy burst associated with thunderstorm activity.

Commuters, Students, and Families

Rain may arrive at any hour — morning, midday, afternoon, or evening. Those commuting in Dumaguete City, students travelling to schools in Bais, Tanjay, or Guihulngan, and families with outdoor plans should carry rain gear and be ready for sudden downpours. Lightning poses a real hazard during thunderstorms; sturdy shelter should be sought immediately upon hearing thunder or seeing lightning, and open fields, tall isolated trees, and bodies of water should be avoided.

Outdoor Workers and Event Organisers

Construction workers, road crews, and others in exposed outdoor settings should have a shelter plan in place. Organisers of outdoor activities or markets in Dumaguete and other towns should prepare contingency arrangements in the event of sudden heavy rain or thunderstorms at any point during the day or evening.

Siquijor

Siquijor falls within the Negros Oriental forecast area covered by PAGASA’s Visayas regional bulletin. The island can expect the same general pattern: partly cloudy skies with the possibility of rainshowers and thunderstorms both during the day and overnight, according to PAGASA. Coastal waters around Siquijor are likewise rated slight to moderate. Boat services linking Siquijor to Dumaguete and other destinations should be monitored for updates from operators.
