The Negros Oriental Police Provincial Office (NOrPPO) conducted a mandatory drug test for its personnel on March 24-25, 2026, at Camp Lt. Col. Francisco C. Fernandez Jr. in Barangay Agan-an, Sibulan, as part of its commitment to maintaining a drug-free police force.
Police Colonel Timmar J. Alam, Officer-in-Charge of NOrPPO, actively participated in the two-day activity held at the NOrPPO Covered Court. The Negros Oriental Provincial Forensic Unit (NOrPFU) and Provincial Administrative Records and Management Unit (PARMU) served as facilitators for the testing process.
Drug Testing Ensures Organizational Compliance Standards
According to the NOrPPO statement, the mandatory drug testing aims to ensure that all personnel strictly comply with organizational rules and regulations while adhering to the highest standards of discipline and conduct. The activity underscores the organization’s commitment to integrity, accountability, and maintaining professional standards in law enforcement.
The drug testing initiative aligns with the Philippine National Police’s nationwide campaign to maintain a drug-free police force capable of delivering effective public service. Selected PNP personnel from various units within NOrPPO participated in the comprehensive testing program.
Two-Day Testing Program at Camp Fernandez
The mandatory drug testing was conducted as a structured two-day undertaking from March 24 to 25, 2026. Camp Lt. Col. Francisco C. Fernandez Jr., located in Barangay Agan-an, Sibulan, served as the venue for the comprehensive testing program.
The NOrPPO Covered Court provided the primary testing area where personnel underwent the mandatory screening process. The facility’s location in Sibulan, a municipality adjacent to Dumaguete City, allowed for centralized access for personnel from various police stations across Negros Oriental.
Provincial Units Facilitate Comprehensive Testing Process
The Negros Oriental Provincial Forensic Unit (NOrPFU) played a crucial role in facilitating the drug testing procedures. As the specialized unit responsible for forensic analysis and evidence processing, NOrPFU ensured proper protocols were followed during the testing process.
The Provincial Administrative Records and Management Unit (PARMU) complemented the forensic unit’s work by managing administrative aspects of the testing program. PARMU’s involvement ensured proper documentation and record-keeping of the mandatory testing results.
Weekly Operations Show Strong Anti-Crime Performance
The drug testing initiative coincides with NOrPPO’s impressive operational accomplishments for the week of March 16-22, 2026, under the leadership of PCOL Timmar J. Alam. According to official records, the provincial police office conducted extensive anti-crime operations across multiple categories.
In anti-illegal drug operations, NOrPPO conducted nine operations that resulted in 11 arrests, including five high-value individuals (HVI) and six street-level individuals (SLI). The operations yielded 94.25 grams of shabu with an estimated standard drug price of ₱640,900.
Anti-loose firearm operations saw five operations conducted, resulting in four arrests and four firearms recovered or confiscated. These operations contribute to reducing the circulation of unlicensed firearms in the province.
Comprehensive Law Enforcement Across Multiple Categories
The weekly accomplishment report reveals NOrPPO’s multi-faceted approach to law enforcement. Anti-illegal gambling operations included 13 operations that led to 26 arrests and confiscation of ₱4,730 worth of gambling-related items and money.
Wanted person operations proved particularly successful, with 28 operations resulting in 28 arrests. The arrested individuals included 12 most wanted persons (MWP) and 16 other wanted persons (OWP), demonstrating effective coordination in tracking fugitives.
Anti-cigarette smuggling operations conducted three operations that confiscated 17.7 reams of cigarettes with an estimated value of ₱12,095. Additionally, ordinance violation enforcement resulted in 639 persons apprehended for various local ordinance infractions.
Commitment to New PNP Vision and Service Standards
The mandatory drug testing reflects NOrPPO’s adherence to the “Bagong PNP para sa Bagong Pilipinas” vision, emphasizing “Serbisyong Mabilis, Tapat at Nararamdaman” (Fast, Honest, and Felt Service). This initiative demonstrates the organization’s proactive approach to internal accountability and professional standards.
The testing program supports the broader PNP campaign of “disiplinaatintegridad” (discipline and integrity), ensuring that law enforcement personnel maintain the highest ethical standards while serving the public. The “#PNPKakampiMo” hashtag reinforces the police force’s commitment to being reliable partners in community safety.
Provincial Police Office Maintains Transparency
NOrPPO’s public sharing of both the drug testing initiative and weekly operational accomplishments demonstrates transparency in police operations. The detailed breakdown of arrests, confiscations, and operational statistics provides the public with clear insights into law enforcement effectiveness in Negros Oriental.
The comprehensive approach to internal accountability through mandatory drug testing, combined with consistent operational performance, positions NOrPPO as a model for professional police service in the region. This dual focus on internal standards and external performance reflects the organization’s commitment to serving Negros Oriental communities effectively.
