The Armed Forces of the Philippines (AFP), the United States Indo-Pacific Command (USINDOPACOM), and the Philippine Coast Guard (PCG) successfully concluded a Bilateral Maritime Cooperative Activity (MCA) in Manila Bay and the waters off Mariveles, Bataan, on March 20, 2026. The joint exercise, dubbed Bilateral MCA 26-3.1, focused on enhancing interoperability and strengthening maritime security capabilities within the Philippine Maritime Zones.
Joint Drills Focused on Interoperability and Maritime Security
The Bilateral Maritime Cooperative Activity 26-3.1 was designed to improve coordination and cooperation between the participating forces. The primary goal was to enhance interoperability, ensuring that the AFP, USINDOPACOM, and PCG can effectively work together to address maritime security challenges and sustain maritime responses in the Philippine Maritime Zones.
Philippine and US Assets Deployed for the Exercise
The Philippines deployed a range of assets for the MCA, demonstrating its commitment to maritime security. Key assets included the BRP Antonio Luna (FFG15), a multi-role frigate capable of anti-air warfare, anti-surface warfare, anti-submarine warfare, and electronic warfare operations. Air assets included two A-29B Super Tucano aircraft, known for their capabilities in close air support, intelligence, surveillance, and reconnaissance missions. A C-208B aircraft and a Sokol Search and Rescue Aircraft were also deployed to support the exercise.
The Philippine Coast Guard contributed the BRP Gabriela Silang (OPV 8301), an offshore patrol vessel used for maritime law enforcement, search and rescue, and environmental protection. The United States deployed the U.S. Navy’s 7th Fleet flagship USS Blue Ridge (LCC-19), a command and control ship that provides support for fleet operations.
Communication Checks and Photo Exercises Performed
During the Bilateral Maritime Cooperative Activity, participating units engaged in a series of exercises designed to test and improve their coordination and communication skills. These exercises included communications checks to ensure seamless information exchange between the different units. A photo exercise was also conducted to document the activity and showcase the joint commitment to maritime security.
Commitment to Regional Maritime Security Demonstrated
The successful completion of the MCA underscores the enduring commitment of the Philippines and the United States to enhance coordination and cooperation in promoting regional maritime security and stability. The joint activity highlights the dedication of both nations to upholding international law, particularly in the maritime domain.

Mariveles’ Strategic Importance in Maritime Exercises
The selection of waters off Mariveles, Bataan, as a location for the MCA highlights the area’s strategic importance. Mariveles is located at the entrance to Manila Bay, providing a critical maritime gateway. Exercises in this area allow participating forces to familiarize themselves with the local maritime environment and enhance their ability to respond to potential threats or challenges in the region.

The Bilateral Maritime Cooperative Activity is part of an ongoing effort to enhance interoperability between the AFP and its counterparts in the USINDOPACOM.
